Tahoe vs Expedition vs Suburban to tow 5400 GVW TT

I need an inexpensive SUV tow vehicle for a 2009 Wildwood 22RB-XLITE Backpack Edition TT with a UVW 3619 GVW 5400 lbs. I have narrowed the search down to the Tahoe, Expedition or Suburban from 1999-2...

I thought the GVW was the max the trailer suspension could handle and the UVW was the empty weight. So I am confused because if the GVW is 5400 lbs how would the weight get to 7000 lbs with out over loading the trailer.
