While I get the invasive species being a real issue (we have the issue up here) the hull more of a concern in the end and is that illegal if you don't scrub down between each body of water too? Seems like another law that might have had some good intentions but is really completely worthless and just gives up some more freedom.
I always travel with my plug out AND wash down between each outing as well.
Guess it's just more of my biased hatred of CA coming out though. *shrug*
