It seems like there is conflicting information. The instagram says they were merging.
Just because you can slam your brakes on doesn't mean that you should or that you didn't cause the wreck. Based on some easy searches, there are supposed law experts that say it's possible to be at fault as the front vehicle in an accident even if it is rare.

Agreed. Sometimes the vehicle in front can instantly remove the safe following distance (e.g. a lane change or merge). Besides, being in a wreck but not being at fault doesn’t feel much better. Expect an 18 wheeler right behind you not to stop quickly.
That said, we have no idea why they had to stop fast (if they did). It may have been unavoidable.
