So California is essentially pushing out it's poor by creating an environment where only the rich can survive. Many people on fixed incomes such as retirees cannot survive which is one reason why California also has a lower elderly population percentage than the national average.
Also, the poor and elderly are generally those who use the most government aid so California is essentially placing their tax burden on other states while taking the wealthiest from those states who do contribute to taxes.
