They import them from California like what they did for a company I worked for when they build a manufacturing plant in TN and can't get engineers and other highly skilled workers.
Or like Tesla in Reno, they jet them to and from on company airplane.
But seriously, what high tech firm pulled out and resettle somewhere else. Or you mistook expansion with pulling out?
