Before the present engine, my V-10 towed about 10 mpg at best with a tailwind. The best bobtail, no wind, about 14 mpg. Like you said, there are times it did 7 towing, exactly half that, against wind. Typical was about 8+ mpg towing with no wind, exactly 1 to 1.5 under your better engines, as you say.
It's unusual to have no wind here... 10 mph changes 60 mph into 70 or 50. The chronic wind corridor extends from Canada to Texas right through here. We're #2, Texas is #1. :(

my V 10 averaged 7/7.5 towing and it had good power… that was about half its interstate mileage as well… I liked the V 10 and I liked my Excursion, it was a nice ride even though she was a thirsty one…
it just wouldn’t tow as well as my van even after some suspension modifications, and almost any parts or repair cost were priced way too high for it… even little things, like cup holders… console cup holders deep enough to hold a cup were quoted at $80 to $130 after a year got one for $49… in dash holders well over $100 and no recycled available because they all broke or sold as fast as the come in… even the broken light switch knob was $40 but luckily it was recalled… then all the talk about the rocketing spark plugs…
I wasn’t about to replace all the spring packs to make a decent TV out of it (the correct way) and still have the notorious wandering problems…
my 350 van averaged 9/9.5(not using OD) and was about half its interstate mileage not towing and using OD… the difference my van is always loaded and ready for towing as a dedicated TV… I looked for 3 years to find my Van, a halfback conversion that were no longer made for a period of time…
the best camping vehicle…my early 90’s Astro short body 2WD Vortec V 6 also averaged 9/9.5 towing my 27 ft. Sunnybrook about 6,700 pounds empty and the earlier Terry Resort (again not using OD) but it did a little better on the highway not towing at 21 MPG…
these mileages were all over many years and tanks of fuel …
