It's not legal but in many parts of the metro Phoenix they don't enforce it unless someone complains.
This is Tempe's law:
Sec. 19-139. Parking recreational vehicles, boats, trailers on streets prohibited between 2:00 a.m. and 6:00 a.m
(a) No person shall park a recreational vehicle in excess of twenty-one (21) feet, a trailer or a boat on any street in the city between the hours of 2:00 a.m. and 6:00 a.m., except for forty eight
(48) hours for the purpose of loading, unloading and cleaning.
