It says that it's illegal to park a trailer on the street that is unattended and unattached to a tow vehicle.
Richmond (VA) police have real criminals to chase so it's usually a complaint that brings them out. I had a knock on the door after I brought our TT home to pack. It was on a side street. Cop said he had a report of homeless people living in the trailer. I said, "Well, I guess they're not homeless then, huh?" We both laughed, he left, that was that.
A buddy of mine ran afoul of the tow vehicle requirement and was reported. He went out and found an old, ratty-a$$ pickup. Now when he comes home from a trip, he unhitches his "real" tow vehicle and hooks up his "park-it-on-the-street" tow vehicle.
