Yep, try to get the truck lined up straight. But mostly you're just not raising it high enough with the jack. Raise it high enough, and you can literally turn the latches by hand.
EDIT: I had done a little vid for a fella on another forum showing how if I have jacked the tongue up high enough, that I can release the brackets by hand:
