You are not giving much info, but if talking ST trailer tires, they are recommended to run at max sidewall pressure. So if you had the same load on a C rated 50 psi tire, as a D-rated 65 psi, I would expect the D to run cooler.
Some of the newer STs are redesigned to run cooler, and thus rated to run at higher speed of 81 mph. Goodyear Endurance, Carlisle HD, and Provider, are three that I know of. Even though we don't need to tow 81 mph, it is good some tire makers are taking steps to improve on reliability.
