A manufactures defective tire is not the owner's fault.
However, overinflation, underinflation, hitting road hazards, ignoring tire condition, including age, tread, cracking, etc. is the owners responsibility.

Your comment said, "While tires can blow, usually the problem is a flat tire run to the point of disintegration. Driver error." The point of my comment was to show that there are multiple reasons tires fail beyond the "absent-minded operator riding on flat tires" situation you described. Also that tires fail when pressures are maintained correctly. Unless you have a good source that shows that the root cause in vast majority of ST tire failures is the operators riding on a flat tires, then it's all just fluff. No where in my comment did I assign fault or responsibility to anyone for the tire's failure so I'm not sure where you're going there.
