In Oregon, you sign the title and hand it to the buyer. It's on them to reassign it to themselves, however there is a separate "notice of sale" form you submit to the DMV to release your ownership. Your insurance ceases when you sell and the buyer has 30 days of grace period if they have any other vehicles insured. If not that, it's on them to arrange for insurance. If you pull your proof of insurance cards, your insurance is unknown to the new buyer anyway.
