Yes the Ford 6 speed auto will stay locked up down that low in TH and the manual mode. In TH it will down shift but stay locked up until you are almost stopped, in manual it will stay locked up but if you don't manually down shift it it will go to 2nd when you come to a stop and stay there. I found that out by forgetting that I was in manual mode.
