If you couldn't tow 100% of the limits, they would have made the limits lower.
Where people get in trouble, is they look at one part of the limits and don't realize other aspects are over 100%. It's pretty common for 1/2 trucks to have tow ratings of 10,000lbs but the truck can't handle the tongue weight of a 10,000lb trailer.
