Tow Vehicle for 3500 lb gvwr travel trailer

Thanks bid time, this is where things get confusing because some people say to never tow above 80% of towing capacity, is that preference or a rule to follow. Also, am I doing the math right?

I just want to make sure I don't spend a lot of money on a tv that will not be able to pull the tt I am looking to purchase.
