As someone who has twice towed close to rated capacities (knowing full well what I was doing), I can tell you that your statement is true with caveats. Safety is not an issue. Practicality is. The closer you get to your rated capacities the less pleasant the towing experience and the more limits you have on where you can tow.
Also the max towing capacity has to balanced with tongue weight limit, payload capacity, and GCWR of the TV. Very often you will max out or exceed the tongue limit or payload long before you max out the rated towing capacity.
