This statement got me curious. A lot of small cars without a published tow rating, actually do allow trailer towing. In my Fiesta's (1.0 turbo) and my Focus's (2.0 turbo) owner's manual, both have a Trailer Towing section, and the towing limit is either the hitch receiver, or GVWR/GAWR due to tongue weight. There's nothing that even discourages it, they just require Premium fuel when towing.
But the Bolt owner's manual makes it pretty clear:
