Are you trying to rationalize something here?
Once your trailer is loaded, you will probably be over your vehicle GVWR and your max hitch weight.

I don't think I will be. The max hitch weight allowed by my Expy EL is 10% of the max trailer being towed 8750 lb. Hence in my calculations a loaded trailer at 7894 lb would have a hitch weight of 789 lb right? The rating for the Expy EL is 875 lb which is 10% of the maximum tow capacity utilizing a weight distribution hitch. so I am under by 86 lb. GVWR as I was explained in the maximum that the Expy's suspension can handle on it's own frame 1638 lb max, thus the GCWR is the Expedition loaded and the trailer loaded, 15000 lb max. I should come in at 14793 lb, 207 lb under the max loaded with family, fuel, water, propane and supplies. Am I right?
Your receiver will have a max rating with and without a WDH. Using a % of a trailer is only guestimate. Some are lighter and some are much heavier. The only way to know your tounge wt for sure is to load the trailer and weigh it.
The receiver rating is the one place I would not want to be over. You won't get any warning if a weld breaks.
Actually he is correct. Several years ago. Ford started rating the WDH to carry 10% of the max rated tow capacity for the type of vehicle it is on. Like if a Expe has a 9500lb tow cap, the max hitch weight is 950. 2004 F150s had a max tow capacity of 9500lbs. So every 150 of that year had a hitch rating of 950lbs. Even IF the version of 150 in question had a lower tow capacity.
Problem being however. 10% is a low weight for tongue weight. The tongues weight will probably be be higher than 10%. That is where he could run out of capacity.
