TW is one area I would not try to get close to the minimum of 10% on. It can vary too much in normal use as weight is shifted around. One could easily end up with too little TW.
On my first TT I mounted a generator to the rear of it. I was aware that it could affect handling.
So I took it on a test tow. It felt really good up to about 45 MPH. Then it began too sway violently. It is a good thing that I chose a good time to use a deserted interstate. I needed BOTH lanes and all of the shoulders to get it back under control. I stopped and added a bunch of weight to the front of the TT, and then it was OK.
The thing is, a light TW won't give any warning. It goes from OK to soiling your britches instantly.
