The problem is that towing capacity is only part of the equation. What's the payload of the Rav4 vs the van? Even if you "upgrade" the Rav4, you cannot and will not increase the payload. More than likely the Rav4 only has a 1000# payload. Your family and gear will eat up most of that. And the Rav4 has a much weaker and less capable engine.
Here's the specs from Toyota website :
XLE
Towing capacity = 1500 pounds
Payload = 1085 pounds
XLE Trail
Towing capacity = 3500 pounds
Payload = 1090 pounds
Pretty much same payload.
