Check your ratings numbers. If GCWR(GCVWR) equals GVWR + tow rating, then the vehicle is rated to tow its full rated tow weight when loaded to its maximum rated weight.

That means as long as you save some room for the trailer tongue weight, you can load your RAV4 right up to its GVWR and still tow the maximum amount.

Minivans are/were often rated this way.

Pickup trucks are rated such that GCWR(GCVWR) is something less than the GVWR + tow rating.
