Well, how can the trucker or witnesses PROVE his speed?
After they have PROVEN his speed, how can they know for certain that nothing other than speed was the root cause?
Please, if you have proof I would LOVE to see it. It sounds to me like you have second hand knowledge of a gut instinct by someone who has no technical training in collision investigation. That is quite a jump from PROOF.
