Yes, your issue is in the hitch, your truck and trailer should be close to level.
Not knowing your weight distribution hitch you likely need heavier spring bars/trunnion bars to match your tounge weight.
Find your trailer's GVWR on driver's side front and figure 12 - 15% of that is tounge weight.
If your trailer weighs 8K, get 1200# bars.
