Trailer tires shouldn't impact sway in any significant manner (unless they are wildly undersized or somehow obviously defective).
60-65mph should be doing better than 7mpg. We get 9-10mpg pulling a 7500lb trailer with a 2008 F250/V10 (which is known as a gas guzzler). What gear and RPM are you running and is it holding the gear?
If you have a WDH, of course, you always use it. It makes no sense not to.
It would be a good idea next trip to swing by a CAT scale. You don't have to be a trucker to use them. It's usually around $14 to weigh and re-weighs are around $2.50. Weigh it loaded with the WDH in place. With the WDH disconnected and then just the truck by itself. That will tell you a lot about what you are dealing with and are you over the trucks limits. Youtube it before hand and there are several videos going over how to do it.
