My truck was getting about 8 mpg through the Rockies and 12 mpg through the Plains when I towed my 11K+ lb bumper pull TH. I now get about the same carrying 4K lbs and towing 7K+ lbs with the setup in my signature. Both combinations are just north of 19K lbs GCWR so I think your FW may be heavier even though you are carrying quite a bit of cargo. A completely different truck in stock tune towing/hauling a similar amount of weight, but pretty similar mileage results...
