ALL states restrict interstate highway speeds. AFAIK all states now have speed limits. Montana's "reasonable and prudent" went by the wayside a while ago and now varies between 70 and 80.
But all states are within their rights to set speed limits. And in some cases the limits can be strange. For instance, in Oregon towing a TT with a pickup and not for hire the limit is the same as cars. Tow it for hire (as a delivery driver) or with a vehicle not designed as a passenger carrying vehicle, e.g. a converted class 8 truck, you then must follow the truck limit even as a private individual. Go figure.
It varies state by state if private trailer towing must follow the truck speed limit or not. It's either Idaho or Washington where it is 5 axles or more must follow the truck limit.
