I would guess that Kalifornia the nanny state likes to control people, generate ticket reveue, and act like they are saving the world, smog, gas savings, accidents/lives, etc.
Of course they are correct if you only base it on other higher speed limits. If it was 45 mph in another state, then that state would win the arguement.....but at some point it becomes ridiculous.
