Torque, grunt, pull power. Not everyone needs a stump puller, probably 90% of pick ups sold never see more than a few sheets of plywood or a utility trailer, but for those that do the 6.4 is a cheaper alternative to diesel that not everyone wants. Plus it makes for good bragging rights.
The reason I asked is there's either a market for each engine to justify having two gas engines or perhaps RAM still has some commitment to continue producing the 5.7. For me the 6.4 just seams to be a better engine so why not standardize on one to simplify the manufacturing line at the truck plant.
Just guessing here, but likely because the 5.7L will do what 80% of owners want/need, and they already have it available. I think the last HD shootout (2010?) proved that the 5.7L Hemi in a 2500 series truck (even when hampered by the 5 speed auto at that time) was very competitive.
Also, they can also charge an extra $1500 (USA) or $1995 (Canada) for the bigger engine for some extra profit for an engine that is likely no more costly to manufacture. It is about bragging rights and profits. It is a "for profit" business after all.
