Most likely the case. Toyota has never been "aggressive", especially with their trucks. They prefer to be overly cautious and willing to accept a significantly smaller market share. I am sure that they could tweak their Hino diesel and make it a great engine, but at what development cost? If Cummins already has an engine that has been developed, meets the EPA standards, been tested and proven reliable and carries a trusted brand name... thats faster and cheaper.
