DJ, Hi ya, extreme precaution must be taken when entering the desert washes. Flash floods can occur any time of year. The washes are always changing from year to year because of them. However, MOST Flash floods occur within the summer months due to the thunderstorms and not the winter storms.
Here is an example of someone who did not take precaution and almost lost his life!

that being said, I am more nervous about earthquakes occuring and causing a rock slide or wash to be blocked. I always make sure to camp in the open site away from an unstable looking cliff.
