that is the rudder. The Hobie Kayak that Ruth has uses a pedal powered set of penguin style wings under the hull to power it a long its called a mirage drive and it is fast and easy. It doesnt work in heavy weeds or shallow water hence the paddle on the side.
How cool is that! The pedals leave one's hands pretty much free - really important if one's fishing/taking pics/whatever. I wonder if there's something like that to fit my canoe- gonna look into it.
