Trailer Brake Controller Harness for 2015 Explorer

We have a 2015 Explorer with the Tow Package. I didn't find a trailer brake controller whip/harness in the glove box as I did in my previous 2008 Explorer Sport Trac. Is this trailer brake control...

Doesn't the tow package come with the factory installed brake controller? If it doesn't have it installed by the dealer. It it is the only way to get the factory sway control to work.
