The Honda 3000 on the back bumper is definitely a something to look at though. Its around 150lbs gassed up, which is more than 2 bikes and a bike rack (80-100lbs typical). You could simply remove it and take'er for a drive to see. I'd be surprised if that single item corrects the issue for you, because of the severity you describe.
ANYTHING hung on the back of the trailer will reduce the tongue weight by 33% of the weight of said items. While it adds considerable weight behind the axles. To make this even worse is a longer trailer can exaggerate things since there is more distance between the axles and the bumper.
A 150 lb gen will reduce the TW by about 50 lbs, this can further make for an unfavorable tow.
But all we can do is guess right now.
Weights with and without gen may also be helpful.
