Adjust the brakes until you can not rotate the wheel. Then back them off until they rotate freely with faint scraping sound. Also, if the bearings have been greased through the bearing cap, the wheel seal may have failed and you have your brakes full of grease. The clicking sound is normal and is part of the normal operation of the brakes.
