When you stuff the funnel in, it seals around the opening and then you fill the funnel with water and it can't get thru the funnel hole because no air can escape past the funnel neck.
You have to leave a gap where the funnel neck goes in the fill hole so the pressure is equal. Then it'll go in as fast as the funnel will allow.
