The reason is that the entire floor is built above the fender wells instead of between them. THis makes lots of room for holding tanks underneath. There are some smaller or lighter TT's that still build between them (Lance).
I really prefer the greater height because it keeps low hanging parts from hitting things.
Generally when the trailer is set up the axles are oreiented to make it low. Flipping usually raises the trailer.
