It is legal. Many of us feel it is the reason so many TTs have axle problems... The auto industry axles always exceed GVWR by a large margin.
1200# left for stuff on a 39' TT is a joke. The larger the TT the more stuff that goes in it.
I would upgrade those axles immediatly.
