What he was saying is the weight on the axles and tires won't change between the tongue sitting on the truck or sitting on the ground.
Actually there will be slightly less weight on the axles when parked than there is when towing with a weight distributing hitch.
In any case, the GAWR is what you should not exceed when putting the axles on the scale.
