Here is a dumb question. Are most larger travel trailer hitch heights higher than 17.5"? I have a Silverado with a WDH that has the extra drop shank on it so no holes towards the top of the shank. ...

I think your are going to need a new shank, I imagine the hitch height on that new Dutchman will be 23" or 24".
