No, but there sure is a delay switch that kicks in!
When you start flipping the switches on and off and from AC to heat it kicks in the delay. The delay on mine seems like forever. Can't tell you how many times "I" thought the AC was broke. I just didn't wait long enough.
Turn it on and WAIT. It will most likely come on.
This would be my "guess" also. Set the thermostat to cool, set the desired temp and then be patient. Mine takes 30 seconds or more to actually start working.
