I wouldn't do it unless you have the secondary vent covers so you can open the vents in the rain. The standard vents are pretty flimsy and if they break while traveling in the rain, you can expect a mess upon arrival.
I don't see any harm in running the fan but the suction created by running at 60mph will likely make the fan pointless.
