Glad I'm in Oregon, but the T Plate for non-RV ''heavy'' trailers sucks here.
11.5k lb GVWR will cover most SRW pickups. It looks like they want to differentiate at the DRW class.
If you want a heavier trailer without paying commercial, you need to get the minimal living quarters so it can be RV classified. Per the IRS, it has to have cooking, toilet and sleeping fixtures to be considered an RV (second home), but your state may have less stringent requirements. My trailer is rated under 10k lbs GVWR for the same reason even though the components are rated for more.

So yes a enclosed trailer with full facilities would work but it would have to be longer and would cost me more.
Every state has their weird licensing quirk that gets ya
So I pay $ 764 a year for my T plate truck plate. Trailer is Perm Plated with no more fees.
