But then there's the problem of the fine I'll have to pay when I drive the truck and get pulled over with something else in the bed that's not a truck camper.
The non-commercial registration saves me over $300 annual weigh fee as well.
Surprisingly non-commercial is not putting limit on towing.
Having camper-shell on my dually I was pulling 18,000 lb equipment hauler and per DMV it was perfectly legal without paying weight fees, what for 30k combo are about $600 a year.
My solution is not having any sticking load on the truck and use small trailer for anything bigger.
Obviously with the maze of laws you never know how individual officer might see it, but that is a good start.
I am not aware about any different registration for utility or any other body.
Trucks in CA are either commercial, or non-commercial registrations.
Nobody cares what bed you have on it and nobody checks it when you buy the vehicle in state.
Less than 11,500 GVW is not exempt from CA scales.
It is exempt only on stations that have "no pickups" signs at the entry.
Than I have never seen CHP chasing guys who bypass the scales.
