OK, thanks everyone -- that was exactly what I was looking for. I guess I just have to pay.
It seems like it would be possible to register it non-commerical if I leave the TC on all the time, but it's probably not worth the $257 / year weight fee I would save by doing so, and there is some question in my mind about whether a TC is "permanently" attached according to the wording on the DMV site. Even if that qualifies, it's not going to be on there 100% of the time since I'm not going to take it in for service with it on.
