There probably is something in the pump diaphragm/check valve assy, allowing some water from the lines to leak by into the tank. Check if there is a filter there (should be), clean if necc. If you don't normally use the pump, it may be hard water deposits in the valves. Turn off the outside water, open a faucet, then the pump should run and maybe flush itself. Won't run when there is pressure in the pipes.
