Give a call to the people who send you the water bill. That's probably going to be your best bet. If it's legal, illegal, or generally frowned upon will differ between municipal districts. Also while you're at it have them come out and verify that it is indeed a sanitary cleanout for your home. With it being so close to the street, who knows what it actually is. We have no problem using ours when we need to empty the tanks at home. We mostly use the complimentary one at the campground before we leave.
