In our jurisdiction the sewer line is my responsibility once it comes on to my property. It would be completely legal to dump MY black take into a bunch of buckets and walk them into my bathroom and dump each one into the toilet. Just because a cleanout (located on my property) was constructed for a different purpose, using it to dump MY sewage makes complete sense. It is, BTW, my sewage. The only problem is if we for some reason greatly increased the normal sewage flows from our single family house.
A sewer drop located within a frost zone is not a problem. You just want to make sure you can get the sewage to the main line (located below the frost zone) before it sits there and has the chance of freezing.
