Use home sewer cleanout as dump station?

was thinking the same thing, all you're doing by using the clean-out is skipping a bunch of pipes between your toilet and the main sewer.
As far as making sure it is a sanitary (not storm water only), just run your shower/tub, and look down the clean-out. You should see the water flowing. If you really want to be sure, put some dye in your toilet bowl and have someone flush. Again, you'll see the water flow. Depending how close the main sewer is, the smell should make it pretty obvious I would think.
