Use home sewer cleanout as dump station?

I do this all the time.
on one occasion, I was approached by a neighbor who pulled up beside me and said he was a city employee and stated that this type of dumping was against city ordinance.. just as the quote above.. he ranted on about water usage etc.. bla bla.. so I pointed out that the sewage water i was dumping originated from my fresh water tank that was filled from my garden hose.. he left and has never bothered me since. !!
