Usually I pull into the first "closed" station on a trip as a final check on my WD setup. I know my unloaded FA weight, and do a quick check to see if I'm near the unloaded weight.
X2.....I use the state scales all the time.
When closed I take my time and have even disconnect the TT to get an accurate tongue weight. If they're open then I just wait until there are no trucks wanting to weigh and then roll across the scale stopping only long enough to write down the weights.
They are free and I don't think that the “weigh master” would say a word as long as you are not holding up the trucks that really need to use it.
I would not pull onto a scale that was busy.
Probably the only negative of using a state scale is that they only weigh to the nearest 50# but that is close enough for what I need.
I really don’t know how you could set up a WD hitch without a scale.
